SUMMARY OF RESPONSIBILITIES
The TOSA for Special Education Instruction, Compliance, and MTSS Consulting serves as the building-wide leader for special education programming, instructional quality, and due process compliance. This role will provide high-quality instruction, ensure legal compliance, ensure equitable student outcomes, and ensure aligned service delivery across all special education programs. The position supports and supervises special education teachers, related service providers (PT, OT, SLP), paraprofessionals, and other specialists while maintaining strong collaboration with building and district leadership. The coordinator advances culturally responsive practices and equitable systems that support diverse student populations, including BIPOC and LGBTQ+IA students.
DUTIES AND RESPONSIBILITIES
Instructional Support
- Provide building-wide instruction for special education teachers and related service providers.
- Model differentiated, standards-aligned instruction for diverse learners, including multilingual learners.
- Support lesson planning, scheduling, accommodations, modifications, and evidence-based instructional practices.
- Lead professional development for special education staff, paraprofessionals, and service providers.
- Guide staff in collecting, analyzing, and using student achievement data to improve outcomes.
- Support new staff through observation, feedback cycles, and instructional modeling.
Program Oversight
- TOSA's assign special education staff in collaboration with building-level leadership.
- Support equitable caseload distribution and service delivery models.
- Monitor implementation fidelity of IEPs, BIPs, PBSPs, and 504 Plans.
- Ensure alignment of instructional practices with district, state, and federal standards.
- Facilitate collaborative team processes and, when necessary, conflict resolution.
MTSS Consultant
- Collaborate and consult with administration to align academic and behavioral supports across tiers.
- Consult and train staff in data collection systems for academic, behavioral, and attendance monitoring.
- Participate in building-level MTSS initiatives and implementation planning as needed.
Compliance & Due Process
- Ensure building-level compliance with federal and state special education laws and regulations.
- Monitor due process timelines and required documentation.
- Conduct monthly audits of IEPs, evaluations, BIPs, and related documentation.
- Provide staff training on due process requirements and compliance procedures.
- Respond to inquiries from families, administrators, and agencies regarding special education processes.
- Support staff in interpreting and applying legal and procedural guidelines.
Collaboration & Communication
- Maintain strong, professional relationships with families, staff, and community stakeholders.
- Facilitate collaborative communication among teachers, administrators, related service providers, and paraprofessionals.
- Develop and sustain partnerships with diverse communities, including BIPOC and LGBTQ+IA groups.
- Provide clear written and verbal communication regarding program updates and student support.
KNOWLEDGE, SKILLS & ABILITIES
- Extensive knowledge of special education law, due process procedures, and compliance requirements.
- Deep understanding of MTSS frameworks and tiered intervention systems.
- Strong instructional expertise across diverse learner needs.
- Knowledge of culturally responsive pedagogy and inclusive practices.
- Skilled in data analysis, program evaluation, and progress monitoring.
- Ability to supervise, coach, and evaluate staff effectively.
- Strong written and verbal communication skills.
- Ability to manage multiple priorities and complex systems.
- Skilled in leading professional development and facilitating group processes.
- Proficient in instructional technology and district data systems.

EDUCATION AND/OR EXPERIENCE
- Bachelor's degree in Special Education, Education, or related field (Master's preferred).
- Demonstrated experience in instructional coaching and special education leadership.
- Experience with 3rd party reporting and PTC.
- Knowledge of special education compliance and due process requirements.
- Experience working with diverse student populations, including BIPOC and LGBTQ+IA students.
- Strong leadership, collaboration, and organizational skills.
- Valid Minnesota teaching license in Special Education or related licensure area required.
- Additional licensure in leadership or related fields preferred.
