Job Summary This position exists to perform the engineering technical review and policy related duties for the Solid Waste Program. Duties include project management, review of permit applications and preparation of technical documents written in response to permit requirements and the administrative functions of permit preparations and issuances to ensure that solid waste facilities are constructed and operated in compliance with state rules, policy and sound engineering principals. Qualifications Minimum Qualifications Bachelor's degree in Civil, Chemical, Mechanical, Environmental or similar engineering field from an accredited engineering college and 4 years of experience in a field utilizing engineering best practices. AND Licensure with the Minnesota Board of Architecture, Engineering, Land Surveying, Land Architecture, Geoscience and Interior Design or able to obtain licensure through reciprocity. WITH Data analysis skills, good communication and writing skills, effective human relation skills to work multiple environmental areas; problem solving skills to resolve technical matters; and the ability to collaborate with others to meet program goals. Possess a valid Driver's license (see additional requirements). The Minnesota Pollution Control Agency will not sponsor applicants for work visas including F-1 STEM OTP extensions. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the require employment eligibility verification form upon hire. Individuals must be legally authorized to work in the United States. Preferred Qualifications Knowledge of the engineering principles associated with design and construction of solid waste landfills, collection and treatment of leachate, and stormwater management at landfills; knowledge of composting organics, water quality, pollutant fate/transport, and soil science. Familiarity with MPCA policies and goals, Solid Waste and RCRA Subtitle D federal rules, technology associates with solid waste disposal. Knowledge of MS Office applications, EQuIS, Tempo, Tableau reporting and other Agency databases. Strong collaboration and project management skills to work with teams of engineers and scientists. Ability to manage multiple complex and high priority projects. Good presentation skills and the ability to present complex technical information in a manner that can be easily understood by a range of audiences. Demonstrated experience working with representatives of government agencies, business partners, and the public. Good technical writing skills. Physical Requirements Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Additional Requirements A driver's license is an essential function of this position. This requires possession of an unrestricted Class D Driver's License. The job offer is contingent on confirmation of a valid driver's license AND a satisfactory DLR check. Requires a Class D driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
