New Jersey Natural Gas (NJNG), a subsidiary of New Jersey Resources is seeking a Director, Project Management Office (PMO) to oversee the entire NJNG project portfolio to ensure all projects are delivered in accordance with the enterprise PMO Delivery Approach and Methodology, tools, processes, and best practices. In addition, they will be responsible for tracking and reporting progress against NJNG goals and metrics. The ideal candidate will have strong program management and excellent organizational skills and will be able to liaise with people at all levels of the organization. •verall responsibilities: - Contribute to the NJNG business and budget planning process.
- Align with COO's strategy to ensure strategic targets and organizational targets are met.
- Proactively engage with functional areas to identify opportunities for business improvements.
- Manage the day-to-day activities in the NJNG PMO.
- Manage project submissions and approvals, maintaining a pipeline of approved projects.
- Maintain a clear and consistent approach to managing risk in alignment key stakeholders.
- Collect and analyze data to prepare project reports.
- Collate qualitative and quantitative information on project performance for the preparation and production of project reports for internal management purposes.
- Provide advice and support to project partners on how project evidence and information must be presented and reported.
- Ensure all information recorded meets external audit standards.
- Implement team training in project controls, scheduling software, project management principles, innovative techniques and process best practices.
- Provide technical support for those project teams maintaining their own project schedules and controls.
Program and Project Prioritization: - Provide business leaders with information to assess projects for the highest potential value, impact, and strategic alignment.
- Interface regularly with functional area leaders to define and update project priorities, implementation opportunities and challenges.
- Participate in annual planning and budgeting processes by providing input on portfolio and pipeline projects.
- Liaison with stakeholders to ensure projects are executed under strategic guidelines and standards, development methodology, and governance practices.
- Ensure resource plans, budgets, and schedules for projects are accurate and realistic.
- Ensure projects are managed effectively for on-time, on-budget, and in-scope completion.
Project Tracking & Monitoring: - Track and provide project status.
- Create project status reports and dashboards to include progress, revenue, expense and other factors.
- Work collaboratively with project teams, business leadership and other stakeholders to achieve targeted project completions and resolve issues effectively.
- Navigate project teams through a disciplined stage gate process and other go/no-go decisions by the cross functional steering committee and business leadership; Ensure that decisions are informed by a balanced and clearly articulated representation of the relevant data.
- Facilitate sharing of best practices to enable a consistent approach across all projects.
- Create a robust process to report variances with the appropriate approvals.
- Prepare, or support the team, to tender specifications for the external commissioning of work packages as delivery components of projects where appropriate.
- Track and monitor benefits realization against planned targets.
- Facilitate post project reviews to review lessons learned to implement process improvements.
Position Qualifications/Specifications: - Bachelor’s degree required in a relevant field.
- Professional certification as a project management professional (PMP) is required.
- Ten years of proven experience in project controls, in a utility or construction related field required.
- Proficient in scheduling, cost control and reporting.
- Self-starter able to navigate organizational complexities .
- Excellent communication and interpersonal skills, with the ability to build and maintain strong relationships with stakeholders at all levels.
- Strong business acumen, able to identify and communicate critical issues.
